It's the symbol of the Isle of Man. Called I think the three legs of man.

Forgot to say, I've never seen one with a face. So it may be the three legs of wherever you found it!
I.O.M. has the oldest parliament in the world and lies in the Irish sea just off Liverpool.

it's on the side of a building along Strandvej in Hellerup (Copenhagen). i'd never seen anything like it before!
